Community Services Block Grant
Since 1970 (with OEO funds) we have received federal dollars as a limited purpose agency. In earlier years, we were more directed to building homes, construction training and technical assistance to the Community Action Agencies (CAPs). We continue to facilitate the housing roundtable for the CAP staff and fill gaps around the state.
Our needs assessment, done in 2007 with very low income households in 35 counties, was done with separate surveys of owners and renters. For renters:
The highest rank problem was housing costs followed by lack of sufficient employment. 69% had difficulties paying their utilities. 51% were on fixed incomes, either social security or disability payments. So the solution, suggested by many, to increase income is not an option for them. There was a higher percentage than in the past who realized budgeting as a key way to address the financial pressures. The specific reasons for not being able to come up with a security deposit were too much to save in advance, followed by additional moving costs and the unexpected nature of the move. 77% of the renters want to become homeowners. 85% of them realized lack of good credit history is a barrier as well as their low income compared to high home prices.
The homeowners' survey found 42% of households with a person with disabilities. Housing costs were their top problems followed by medical conditions. 20% of them had a second mortgage as well. 79% had or were behind in mortgage payments, 29% currently and 50% in the past. They too were having difficulty paying their utilities. 60% of the homes were over 30 years old. The need for repairs started with weatherization, small repairs, roofs, ramps, grab bars then septic and wells. 92% would like annual energy assistance and 89% indicated they would budget carefully.
We use CSBG as intake for all clients. If Critical Assistance funds or other current funds are not available we do creative problem solving or referrals. We work closely with many county social services agencies, utility providers and CAPs so clients can resolve the current crisis and stabilize their household. Now we are seeing more mortgage foreclosures and delinquent property taxes. It seems more and more difficult to find funds for repairs.
